Bernstorff was sent to Washington D.C. by Germany’s Kaiser Wilhelm II shortly after the outbreak of World War I in 1914. He had been appointed as an envoy by the German government and was tasked with convincing President Woodrow Wilson that Germany was on a path toward peace, rather than war.

In 1916, Bernstorff met with President Wilson at his residence at Princeton University; however, they were not able to reach an agreement regarding how they could best work together towards peace during wartime conditions (which would later become known as “Presidential Administrations”).

Although German sentiment in the United States was high, most Americans favored Great Britain in World War I.

The United States was neutral in World War I, but most Americans favored Great Britain over Germany. This was because of their close ties to Britain during the Civil War (which ended in 1865). In addition to this, many Americans had family members who lived in England and France—both countries at war with Germany—and wanted them to win the war.

The US did not formally enter World War I until 1917 when America officially joined the Allied Powers because of pressure from its European allies

Philipp von Bernstorff, who was a German diplomat sent to Washington D.C. by Germany’s Kaiser Wilhelm II shortly after the outbreak of World War I in 1914, did not succeed at changing US political policy in favor of Germany during WWI.

In fact, he became an outspoken critic of American neutrality and support for Britain during this time period because he believed that if America entered into war with Germany or any other country then it would be doomed to defeat by its enemies and lose its independence as well as all hope of future economic prosperity due to being cut off from global trade routes by British naval supremacy along with other factors such as being outnumbered at sea by Britain’s navy alone (which included numerous battleships equipped with powerful guns).
